ABOUT GGPA
The Ghost Group Protection Agency (GGPA) is a security, protection, strategic consultancy, and specialized courier firm founded in 2019. Due to initial funding limitations, full operations were postponed while ownership gained additional executive-level industry experience through an international security firm, serving as an Account Manager until 2025. GGPA will officially begin its first year of operations in 2026.
Founder Willie J. Dillard is a decorated veteran police detective with more than 26 years of experience in law enforcement, security management, operational strategy, and protective services consulting. He also served as President of the Allegheny County Port Authority Police Association for 14 years, an elected leadership position that strengthened his expertise in organizational leadership, crisis management, and public safety advocacy.
Mr. Dillard has been licensed as a private investigator in both Pennsylvania and Texas and previously served as Vice President of Operations for a Dallas-based corporation from 2013–2019. His extensive background in security operations, executive leadership, risk assessment, and strategic security consulting serves as the foundation of GGPA’s commitment to professionalism, discretion, and operational excellence.
